Broad-Based Black Economic Empowerment

Broad-Based Black Economic Empowerment Act 53 of 2003 is a government policy that seeks to advance economic transformation and enhance the economic participation of Black people in the South African economy.

The Codes of Good Practice, published by the Department of Trade and Industry (DTI), outlines how businesses should apply this legislative framework. The five B-BBEE  elements of the codes of good practice include; 1) Ownership; 2) Management Control; 3) Skill Development; 4) Enterprise and Supplier Development; 5) Socio-Economic Development. These are intended to provide businesses with an excellent opportunity to accelerate transformation and shared economic growth.

 

Skills Development Element

Skills Development measures the extent to which employers carry out initiatives designed to develop the competencies of black employees and black people, internally and externally through learnerships, and skills development programmes. Skills development is a priority element to comply with in the Broad-Based Black Economic Empowerment (B-BBEE) Codes.
